Veterans: Alerts On Scammers – To Include Possible VA Employees

A few months ago a Providence Veterans Administration worker, Michael Darrah, was indicted on three counts of bribery and one count each of extortion, gratuity received by a public and witness tampering.

In layman terms, veterans and widows were seeking assistance from a VA employee in applying for VA benefits, and a VA employee sought payments to assist the veterans and or widows to apply for the benefits.

According to the press release from US Attorney General, it is alleged in the indictment that Darrah, 45, of Taunton, MA., solicited and accepted bribes from veterans and the family member of a veteran to approve requested dependent care benefits and/or disability benefits. It is further alleged that Darrah claimed that some of the money he sought from his victims would be used to purchase gift cards for other purported VA employees who Darrah claimed either could or did assist him in expediting and approving benefits claims.

The indictment alleges that Darrah requested payments and accepted approximately $3,385 from a veteran, supposedly to “grease the wheels” to push paperwork through and expedite a claim for disability benefits; that he corruptly sought and accepted $16,566 from a second veteran to expedite and approve a claim for disability benefits; and that he sought and accepted $2,700 from a relative of a third veteran to expedite and approve the veteran’s benefits claim.

Additionally, it is alleged that Darrah sought and accepted a “gratuity” of approximately $5,000 from the third veteran for having successfully used his position at the VA to get other VA employees to expedite and approve the claims. The indictment alleges that Darrah requested this “gratuity” despite being advised that the veteran was facing homelessness as his house was being foreclosed. Finally, it is alleged that Darrah, after becoming aware of the government’s investigation into his conduct, attempted to corruptly persuade a witness not to cooperate with the investigation and to lie about the nature of payments made to Darrah.

A charge of bribery carries a sentence of up to 15 years in federal prison; extortion is punishable by a sentence of up to 20 years imprisonment; witness tampering is punishable by a sentence of up to 25 years imprisonment; and the charge of receipt of a gratuity by a public official carries a sentence of up to 2 years in prison. If convicted, the defendant’s sentences will be determined by a federal district judge after consideration of the U.S. Sentencing Guidelines and other statutory factors.

The case is being prosecuted by Assistant U.S. Attorneys Ly T. Chin and Peter I. Roklan. The matter was investigated by the U.S. Department of Veterans Affairs – Office of Inspector General, with the assistance of the FBI, Defense Criminal Investigative Service, United States Postal Inspection Service, and Veterans Administration Police.

However, as a Veteran Service Officer for the Italian American War Veterans of US, may I suggest any response or hearing to seek answers from the VA on the aforementioned case.

Did the VA do a background check on Michael Darrah? Background checks are required to be accredited by the VA to assist veterans and families to submit claims to the VA. A simple Goggle search uncovered an article detailing Darrah’s past convictions. According to an article in The Enterprise, Darrah was a fired Brockton police officer. Moreover, this was not the first time that Darrah has been in trouble with the law. In 2010, then 31 years old, Darrah was accused of stealing cash from drivers he stopped while a patrolman and from an intoxicated man who was being taken to a detox center from his home. He began working as a Brockton cop in 2004. He had already been fired as a Brockton police officer when he was charged with four counts of extortion by a police officer, five counts of larceny from a person, three counts of larceny under $250 and two counts of larceny over $250.

Darrah was convicted of extortion in Brockton. In February 2011, Darrah pleaded guilty to the charges and received 2 1⁄2 years in jail, but his sentence was suspended in favor of 5 years of probation.

Let’s also recall, Sarah Jane Cavanaugh, former Post Commander, North Kingstown, who last year was convicted and is currently serving a 46-month fraud sentence, using her VA Providence position to access veteran’s medical records.

Was a background check done prior to her hiring? How does someone who applied for a position as a veteran, not get verified by the VA that she is a veteran?

Magaziner Calls on VA to Stop Scams Targeting Veterans – Bipartisan letter led by Rep. Magaziner requests an update from the VA on actions taken to protect veterans and their survivors from PACT Act scams

U.S. Representative Seth Magaziner (RI-02) led 29 members of Congress in a bipartisan letter to Secretary of Veterans Affairs Denis McDonough requesting an update on actions the Department of Veterans Affairs (VA) is taking to stop scammers from exploiting veterans who are applying for PACT Act benefits.

The PACT Act, which was signed into law in August 2022, is the largest expansion of Veterans’ health care and benefits in decades. It ushered in long overdue VA benefits and health care for millions of veterans exposed to Agent Orange, burn pits, Gulf War toxins, radiation and other toxic substances.

However, this landmark legislation has attracted scammers looking to take advantage of veterans or their survivors. These scammers promise high disability ratings or unrealistic claim processing times in exchange for charging exorbitant fees.

“Veterans have served our country bravely, and it is absolutely despicable that scammers are attempting to take away the benefits veterans have earned and deserve,” said Rep. Seth Magaziner (RI-02). “We are working closely with the VA to protect veterans from these scams and raise awareness of these illegal and outrageous practices.”

To date, more than 888,000 Veterans and survivors across all 50 states and U.S. territories are now receiving new service-connected disability benefits totaling more than $5.7 billion. In Rhode Island, more than 2,300 veterans have already received PACT Act benefits, with another 4,000 projected to be added to the program in the coming years.

The most prevalent PACT Act related scams come from email and online ads claiming to help with the “Camp Lejeune Settlement.” The Camp Lejeune Justice Act, part of the PACT Act, allows veterans and their survivors to pursue compensation if they developed serious illnesses from water contamination at Camp Lejeune. 

Rep. Magaziner co-sponsored legislation to amend the Camp Lejeune Justice Act to alleviate the backlog of cases and help ensure claimants who were exposed to contaminated water receive compensation.

Rep. Magaziner has also been working closely with Rhode Island’s 2nd Congressional District Military and Veterans Advisory Committee to spread the word about PACT Act benefits and how veterans can access the benefits they are entitled to. He also gave a speech on the House floor in support of expanding access to high-quality health care for veterans.

Dear Secretary McDonough,

The Sergeant First Class Heath Robinson Honoring Our Promise to Address Comprehensive Toxics (PACT) Act of 2022 represents the largest expansion of Veterans’ benefits and services in decades. To date, more than 888,000 Veterans and survivors across all 50 states and U.S. territories are now receiving new service-connected disability benefits. We applaud the Department of Veterans Affairs (VA) in delivering more than $5.7 billion in earned PACT Act related benefits to Veterans and their survivors. However, the passage of the landmark PACT Act has also led to the proliferation of scammers looking to take advantage of veterans or their survivors. As such, we request an update on what actions the VA is taking to protect beneficiaries from these unscrupulous actors.

We are particularly concerned about “Claim Predators,” which defraud disability entitlements from claimants by promising high disability ratings or unrealistic claim processing times in exchange for charging exorbitant fees. Such predatory practices include: charging high “consultant” fees; stealing a portion of a claimants VA benefits; or requiring binding contracts involving a percentage of a Veterans’ benefit payment in exchange for assistance with a VA claim.

The most prevalent PACT Act related scams come via email and online ads claiming to help with the “Camp Lejeune Settlement.” The Camp Lejeune Justice Act, part of the PACT Act, allows veterans and their survivors to pursue compensation if they developed serious illnesses from water contamination at Camp Lejeune. We are outraged by these despicable acts and ask that you move expeditiously to impede these predators from taking advantage of the men and women who have sacrificed so much for our great nation. Veterans and their families deserve the utmost respect and we are committed to supporting them after their service and in our communities.

While we understand that the VA is attempting to raise awareness about these exploitative practices, more must be done to protect Veterans from scammers. Veterans are twice as likely to unknowingly participate in a scam as the general population, and veterans often depend on the benefits they have earned for their daily expenses. While Congress works to enact the Governing Unaccredited Representatives Defrauding (GUARD) VA Benefits Act, which would reinstate criminal penalties for persons charging veterans unauthorized fees relating to claims for benefits, we request an update regarding the VA’s actions to protect veterans and steps the VA is taking to encourage the use of accredited Veterans Service Organizations (VSOs) to file a claim.

We respectfully ask the VA to respond to the following questions:

1. What efforts is the VA undertaking to identify and warn veterans about unaccredited individuals or companies that have a history of engaging in predatory practices against Veterans and their families?

2. Is the VA working to improve its website and user experience by increasing the visibility of where veterans can find accredited VSOs, such as through a website header or other user improvements?
3. Has the VA worked to ensure its directory of accredited VSOs are placed higher in search engines results? If not, does the VA plan to take such action?
4. What current or future plans does the VA have for public education and awareness campaigns of common PACT Act scams, and how does the VA intend to maximize its reach to veterans and their families?
5. What actions has the VA taken to protect veterans’ data and privacy from collection and monetization?
6. What other actions, policies, or collaborations is the VA engaged in or will engage in to further protect veterans from PACT Act related scams and predatory practices?

We welcome the opportunity for the VA to host a congressional briefing for staff to provide an update on the amount of scams being perpetrated against veterans, current or forthcoming actions the VA will take to protect veterans for these illegal practices, and what actions the VA has identified as the most effective in combating unaccredited individuals or companies, if any.

Rhode Island’s Victory Day – August 12th

Rhode Island Victory Day Celebration – WANTED: LIVING WORLD WAR II VETERANS – The Italian American War Veterans of the US, (ITAM) will be celebrating Victory Day on Monday August 12, 2024, official Rhode Island State holiday. The event will be held at 2 locations, Dan’s Place, Victory Highway West Greenwich and Perella’s Ristorante, Metacom Ave, Warren Rhode Island.

Celebrity hosts include Arlene Violet and Tara Granahan. Violet will be at Perella’s and Granahan will be at Dan’s Place. Both locations will have members of the Greatest Generation, World War II Veterans. Attendees will have the opportunity to socialize with the WWII veterans and hear their stories.

Rhode Island is the only state to have a day of commemorative victory over Japan. The surrender of the Empire of Japan in World War II was announced by Emperor Hirohito on 15 August and formally signed on 2 September 1945, ending the war. Rhode Island’s contribution to World War II vastly exceeded its small size. In Narragansett Bay at Quonset Point, they included the Northeast’s largest naval air station and the main training center for the Seabees. In Newport and Aquidneck Island, they included the nation’s most important torpedo production facilities, a naval training station for some 500,000 sailors, and the nation’s main

PT boat training center. Three special, top-secret German POW camps were based in Narragansett and Jamestown. Meanwhile, Rhode Island workers from all over the state—including for the first time many women—made their contributions by manufacturing military equipment and building warships, most notably the Liberty ships at Providence Shipyard.

According to The National WWII Museum, there are still 1033 World War II veterans living in Rhode Island, the 12th fewest of all states. WWII veterans comprise 2.1% of the state’s total veteran population of 49,206. Nationwide, WWII vets account for 1.0% of the total veteran population. “Arlene and Tara are two of the biggest supporters of veterans and their families,” said the Department Commander , Italian American War Veterans of US.

Another special guest will be 12 year old Lilliana, granddaughter of one of ITAM members. “Lilliana is a star herself and at an early age,” said Wendy Cianci, member of auxiliary. “She connects with veterans with her kindness and respect she shows the veterans when she meets tham and or volunteering at veteran events the future of America.” Many recall Lilliana collected over 500 gifts for the veterans living at the Rhode Island Veterans Home. “This year, we are trying to improve the quality of lives of our veterans living at these facilities. 35th National Muster of Fifes & Drums coming to Fort Adams Aug. 9-10.

Two of Rhode Island’s historic militias, the Kentish Guards and Pawtuxet Rangers, both celebrating their 250th anniversary, are hosting this exciting national event. Fife & drum corps from all over get together once a year for this spectator-friendly event. All performances are open to the public at no charge.

On Friday evening from 7 to 9 p.m. there is a tattoo at which select corps are invited to perform mini concerts. On Saturday an opening parade will kick off the festivities at 11 a.m. Muster performances begin at 1:30 p.m., with each corps performing three or four songs. The event concludes with all musicians playing the same songs together – a sort of jam session.

So far, 43 corps have registered. Participants include the famous 3rd U.S. Infantry Old Guard from Arlington, Virginia (Tomb of the Unknown Soldier), and the Argovia Rebels are coming from Switzerland.

Button Hole Golf Course continues Veterans Golf Clinics

All veterans and active service members are welcome, as well as immediate family members. There is no charge for the golf clinics, golf equipment or the food that follows. Two ‘ParaMobile’ golf carts are also available. The remaining 2024 schedule (all Thursdays): August 8, August 22, September 12, September 26, Oct. 10.

Typical agenda: 5 to 6:30 p.m.: Instruction on the range, plus playing as many holes as we can (or desire). A light meal and soft drinks will follow the golf, allowing a few minutes to unwind and talk about our golfing exploits.

Providence Children’s Museum offers free admission to active military families

Providence Children’s Museum (PCM) participates in the Blue Star Museums program this summer. The national initiative, a collaboration between the National Endowment for the Arts, Blue Star Families, and the Department of Defense, provides free admission to all currently serving U.S. military personnel and their families from Armed Forces Day, through Labor Day, Monday, September 2, 2024.

The free admission program is available for those currently serving in the United States Military—Air Force, Army, Coast Guard, Marine Corps, Navy, and Space Force, members of the Reserves, National Guard, U.S. Public Health Commissioned Corps, NOAA Commissioned Corps, and up to five family members. Qualified members must show a Geneva Convention common access card (CAC), DD Form 1173 ID card (dependent ID), DD Form 1173-1 ID card or the Next Generation Uniformed Services (Real) ID card for entrance into a participating Blue Star Museum.

Providence Children’s Museum serves children and adults of all backgrounds and from all communities. Its focus is on children, ages 1 to 11, and the adults who care for them by presenting hands-on, play-based exhibits and programs that explore arts, culture and science, technology, engineering, and math.

Free Help for Homeless Veterans

Veterans who are homeless or at risk of homelessness—and their family members, friends, and supporters—can make the call to or chat online with the National Call Center for Homeless Veterans, where trained counselors are ready to talk confidentially 24 hours a day, 7 days a week.

Free Golf,  Goddard Park Golf Course Fee Exemption for Totally Disabled Veterans: 

Rhode Island resident Veterans who have a 100% permanent and total, service-connected disability rating from the VA are exempt from paying any fees to play Golf at the Goddard Park Golf Course. For more information call the Clubhouse at Goddard Memorial State Park from April 1st through the 3rd Saturday in November at 401-884-9834 or year-round at Division Headquarters at 401-667-6200.

Free Rhode Island Hunting and Fishing Licenses for 100% Disabled Veterans: A Veteran who has a 100% disability rating from the VA is eligible for free Rhode Island hunting and fishing licenses.

No cost licenses are available if you are:

·       over 65 AND a Rhode Island resident

·       a veteran with 100% disability status from the Department of Veterans Affairs

·       a person with 100% total disability status from the Social Security Administration

To apply in person at DEM, please bring a photo ID and an ORIGINAL DOCUMENT OF THE FINAL DECISION(S). Office hours are 8:30 a.m. to 3:30 p.m. Monday through Friday. (directions)

To apply by mail, please complete an application and mail the application and a copy of your photo ID and the ORIGINAL DOCUMENT OF THE FINAL DECISION(S). Please allow two weeks for processing.

To purchase online, you will be required to certify that you have an ORIGINAL DOCUMENT OF THE FINAL DECISION(S). You will also be required to enter the date the decision expires. The Department will audit compliance with the certification and may, at any time, request a copy of the current DOCUMENT OF THE FINAL DECISION(S). Failure to submit the documentation by the date requested may result in the suspension of your fishing and hunting license. Also, Rhode Island General Law 11-18-1 prohibits giving false documents to an agent, employee, or public official. The penalty is a misdemeanor punishable by a fine of up to $1,000 or imprisonment up to one year.

Free Rhode Island State Park Passes for 100% Disabled Veterans: Rhode Island offers the State Park Disability Pass for use at any state-owned recreational facility to disabled Veterans who have a 100% service-connected disability rating from the VA.

The State Park Disability Pass authorizes free admission and parking but does not exempt the following:

If the disabled Veteran cannot drive, the vehicle transporting the Veteran will not be charged.

Veterans must apply in person at the Rhode Island State Parks and Recreation Headquarters and are required to show official documentation (dated within the past year) from the VA that states they have a 100% service-connected disability.
